Thai Prime Minister Paetongtarn Shinawatra will visit Vietnam on 15–16 May 2025 to co-chair the fourth Thailand–Vietnam Joint Cabinet Retreat, where both countries are expected to upgrade their ties to a Comprehensive Strategic Partnership, marking a significant development in regional diplomacy.

Thailand and Vietnam will formally elevate their diplomatic relationship during Prime Minister Paetongtarn Shinawatra’s visit to Hanoi on 15–16 May 2025. The visit, highlighted by the fourth Thailand–Vietnam Joint Cabinet Retreat, will see both governments adopt a Comprehensive Strategic Partnership—Vietnam’s highest form of diplomatic engagement. The shift reflects a growing alignment in political priorities and an effort to deepen cooperation amid shifting regional and global dynamics.
The bilateral retreat, co-chaired by Prime Minister Paetongtarn and Vietnamese Prime Minister Pham Minh Chinh, will focus on strengthening collaboration in areas such as security, economic integration, innovation, and sustainable development. Core themes include maintaining peace, promoting inclusive growth, and planning for a more resilient future. The new partnership framework aims to foster long-term coordination on cross-border challenges, technological advancement, and environmental goals.
Central to the agenda is a revised Memorandum of Understanding on Economic and Trade Cooperation. This agreement seeks to expand trade, reduce non-tariff barriers, and improve supply chain efficiency. It will also emphasize digital innovation, green economy strategies, and support for small and medium enterprises. The deal includes provisions for ongoing dialogue through regular trade consultations and a new bilateral working group to monitor progress.
The two countries are targeting an annual bilateral trade value of USD 25 billion, with additional efforts focused on grassroots economic development and investment facilitation in key sectors like agriculture, digital services, and manufacturing. New initiatives are expected to encourage direct private-sector cooperation and joint ventures.
The upgraded partnership also calls for deeper engagement in science, cybersecurity, and emerging technologies, with joint projects to promote knowledge exchange and startup ecosystems. Cultural ties, education, tourism, and increased direct flights are also areas of focus, aimed at boosting people-to-people connections.
This diplomatic milestone comes as both governments seek to strengthen ASEAN’s role in maintaining regional security and economic competitiveness. Thailand is currently Vietnam’s top trading partner and second-largest investor within ASEAN. Long-standing cooperation mechanisms—including the Joint Commission on Bilateral Cooperation and regular defense policy dialogues—have laid the groundwork for this enhanced relationship.
Officials from both sides, representing sectors such as commerce, innovation, defense, and foreign affairs, will participate in the retreat, contributing to the formulation of next-phase policies and joint initiatives.
